Poverty Alleviation Program
 Introduction
HANDS Poverty Alleviation Program (PAP) is one of the several programs of HANDS based on integrated development approach. HANDS Poverty Alleviation Unit was established in 1998 and later extended to regional levels, focusing population in under-privileged areas of Sindh. The program primarily focused on women population of the community but later it accommodated male community as well to taste the fruit of income generation opportunities.
This integrated approach facilitated the community to sustain themselves. The major step achieving the goal of the program is to implement the project through innovative methodology of community participation.
 
Under KB, ADP and HANDS PAP, HANDS is providing income generation opportunities for men and women, with the provision of micro credit and establishing entrepreneur center, and training on financial management.
 

Objectives   

  • To develop the habits of savings in community.

  • To provide income generation opportunities for women and men through provision of micro credit.

  • To support technically and financially to establish entrepreneur centers in different communities.

  • To strengthen COs by networking and experience sharing.

  • To develop community management and finance management skills in women/men.

Poverty Alleviation Program offers short-term loans under the umbrella of the following products:  

1. Enterprises & Commercial loans 

The process initiated with briefing of the program in large community meeting. Later Master trainers are identified in consultation with community and are trained in different trades. The trainees after training are given loan, maximum Rs. 80,000 (for a group of six persons to establish micro enterprises) which they would return back to HANDS in 12 to 18 months.

 
 
2. Micro credit to CMW/CHA
PAP of HANDS provides interest free micro credit to CMWs and CHAs to support its Sustainable Health Services Program and to make HCPs financially sustainable.
 

3. Agricultural Loans

Financial assistance granted for purchase of seeds, field preparation, construction or repairing of well, buying generator to operate tube-well etc, for provision of water.
 
 

4. Livestock Loans

Financial assistance is available for purchasing of livestock. The loan would return to HANDS on monthly installment.

 

Program Strategy  

  1. Identification of the community.
  2. Situation analysis of community and individuals for need assessment.
  3. Facilitation in establishment of saving system among CO members.
  4. Strengthening and capacity building of COs.
  5. Ensuring provision of Micro credit.  Provision of skills enhancement training program.
  6. Handover the program to COs.
Achievements (2003-2004)

  • PAP has established / strengthened 1920 Community Organizations (men & women) in this year with 17727 direct members and thousands of indirect members.
  • Conducted 3820 meetings with COs (men & women).
  • HANDS disbursed loan of Rs. 32,271,750 in 3752 member of COs (men & women).
  • Amount recovered 12,359,219.
  • COs have saved Rs. 4,096,061.
  • Established 321-enterprise/ entrepreneur centers.
  • HANDS Textile Training Center has trained 38 males and 25 females in Textile.
  • Trained 23 females from different villages in embroidery, cutting and stitching.
  • Established HANDS entrepreneur training center at Hala.
  • Established village based entrepreneur center at Jamal Dehri village.
