Monitoring Evaluation & Research Program
Introduction

Monitoring and Evaluation is necessary function to measure the program performance and effectiveness. Management Information Systems are used as tools of monitoring and evaluation. HANDS has designed its own Monitoring and Evaluation policy and strategy. Based upon these an effective monitoring and feedback mechanism was established at all levels. The monitoring mechanism is supported by planned longitudinal data collection system at the required levels. This information is used to review the progress, to take timely decisions regarding the modification in project implementation whenever needed, and for future planning.

Broad Objectives
  • To improve program by identifying those aspects that are working according to plan and those that are in need of mid – course corrections.
  • To track changes in the services provided and desired results (at program or population level).
     

Working Model

  • Establish organizational policy regarding monitoring and evaluation.
  • Defining of program goal & objectives and relevant indicators.
  • Program designing through logical framework for all program components.
  • Establish MIS system & strategy.
  • Establish monitoring system. Establish feedback mechanism.
  • Utilization of data & information, & its dissemination.
  • Impact evaluation design and plan; may be post project or Program.

Management Information System  

  • The main principles of HANDS information system are: 

  • Data collection -------- Data recording & Data reporting

  • Analysis and Progress review.

  • Dissemination of that information for further action

Monitoring Mechanism  

Desk Monitoring

It based on routine reporting system. The field data or information are collected through structured reporting formats, and reach to each project teams. Project team uses specific reporting formats to report field-based data & their project’s monthly activities and progress. Field-based data reports are entered into database, and cumulative reports are generated monthly for each project.

Thereafter each Regional Office Manager generates the cumulative report of all projects in their respective regional office or district.

Field Monitoring

The supervisory mechanism based on supportive supervision. Field teams, project in-charges and senior managers regularly pay supervisory & monitoring visits. The program performance checklists have been developed for different projects and program components to assess the quality of implementation and output status. In addition Program Management Reviews were conducted by Senior Managers quarterly to each ROs, to supervise and facilitate the field teams.

Research Activities

During last two years HANDS conducted need assessment and baseline surveys for four new projects such as Tawana Pakistan Project in Thatta & Badin, RCC (Early Childhood Education) project in Taluka Hala Hyderabad, situation analysis regarding adult literacy in Hyderabad district for ESRA, and need assessment for Adult Literacy Project in district Sanghar.  

In addition, HANDS conducted research on “Effect of Drought on human health, maternal & children nutrition, agriculture & livestock, and status of food security”, and report submitted to Islamic Relief and ECHO.
